Right - You will have to wait to apply for 485. You can do so only once your Priority DAte is current on the VISA Bulletin.
You can file for i-140 though.......I guess you have a long wait to file 485 and EAD/AP

I actually spoke to my candidate and he will now be using the premium service for his H1B and then resigning since he can transfer.

Mine is approved I140. If USCIS doesn't ask for paystub then giving EVL of any consulting firm will solve the problem?

There is one way to find out if CIR is any good for EB - by looking at the bill when it is proposed bill and amendments. It will be suicidal to assume that CIR is somehow bad for us, and incriminate any effort for CIR. My point earlier was not that CIR is bad for EB, but about the actual reason for Sen. Reid's recent comments, just to set the expectations straight.

One of my friend is in the same situation and he has been told by his lawyer that he can get his part-time concurrent H1 Extn for 3 years based on fulltime concurrent H1 approved I-140.
He is going to apply the same soon.
